การผลิตจดหมายเหตุดิจิตอลทางด้านประวัติศาสต์ท้องถิ่นจีน (A Digital Archive for Chinese Local History) ซึ่งผลที่คาดว่าจะได้รับจากโครงการนี้ ประกอบไปด้วย 3 ส่วนใหญ่ ๆ ด้วยกัน ได้แก่ การผลิตผลงานวิจัยใหม่เกี่ยวกับศาสนา วัฒนธรรม และสภาพบริบทสังคมของมณฑลหูหนาน ตั้งแต่สมัยราชวงค์ชิงจนกระทั่งถึงปัจจุบัน การเป็นผู้นำของโลกทางด้านการผลิตจดหมายเหตุดิจิตอลเกี่ยวกับประวัติศาสตร์ท้องถิ่นจีน และการสร้างเครือข่ายความร่วมมือของนักวิชาการร่วมกัน

ที่ผ่านมา นอกจากฮาร์วาร์ดจะมุ่งดำเนินนโยบายโดยให้ความสำคัญกับการทำงานแบบสหวิทยาการร่วมกันระหว่างคณะ วิทยาลัย และหน่วยงานต่าง ๆ ภายในมหาวิทยาลัยแล้ว ฮาร์วาร์ดยังได้ขยายพรมแดนความร่วมมือดังกล่าวนี้ไปยังมหาวิทยาลัยและสถาบันการศึกษาต่าง ๆ ในต่างแดน ซึ่งในบทความนี้จะกล่าวถึงความร่วมมือกับประเทศจีน มีเป้าหมายหลักเพื่อส่งเสริมสนับสนุนให้เกิดการทำวิจัยและการเรียนการสอนแบบสหวิทยาการในประเด็นเกี่ยวกับประเทศจีนร่วมกัน รวมทั้ง เพื่อเป็นแนวทางที่จะช่วยพัฒนาให้ความสัมพันธ์และความร่วมมือที่มีระหว่างคณาจารย์และนักศึกษาฮาร์วาร์ดกับสถาบันวิจัยและมหาวิทยาลัยในจีน ให้เข้มแข็งมากยิ่งขึ้นอีกด้วย

นอกจากนี้ยังมีปัจจัยเสริมที่สนับสนุนให้ฮาร์วาร์ด และมหาวิทยาลัยอีกหลายแห่งในสหรัฐอเมริกามีความตื่นตัว และพัฒนาตนเอง เพื่อเป็นมหาวิทยาลัยที่สามารถสร้างสรรค์ผลงานวิจัยที่ทั่วโลกยอมรับ นั้นคือ การสนับสนุนด้านต่าง ๆ จากรัฐบาลและภาคีอื่นในสังคม ไม่ว่าจะเป็น

การผลักดันให้ไทยมีมหาวิทยาลัยวิจัย นับเป็นเรื่องที่ภาครัฐเริ่มให้ความสนใจ กระทรวงศึกษาธิการ มีนโยบายที่จะผลักดันให้มหาวิทยาลัยสร้างผลงานวิจัย เพื่อนำวิจัยไปใช้ได้จริง ตรงความต้องการ สามารถนำไปใช้งานได้จริง ทั้งนี้มหาวิทยาลัยวิจัยที่จะเกิดขึ้นนี้ ไม่ได้เป็นการสร้างมหาวิทยาลัยขึ้นมาใหม่ แต่เป็นการจัดประเภทมหาวิทยาลัยที่มีอยู่ รวมไปถึงการเพิ่มขีดความสามารถด้านอื่นของมหาวิทยาลัยร่วมด้วย

It is no exaggeration to say that the Thai people are a patriotic race. Thus, the thought of selling the family rice paddy to foreigners is an almost unthinkable notion, even though this is a neutral economic transaction. Inevitably such deals trigger much social controversy and high emotions.

The Oil Tax Increase: An Analysis of “Untimeliness”

A recent government act amendment was immediately put into effect. The tax ceiling for oil excise was increased from Bt5/litre to Bt10/litre, with actual tax on oil excise increased Bt2/litre on average. This amendment, a counterweight to target-missing government revenue, will boost government revenue by Bt50,000 million per year, though in order to maintain the current oil price level, the government will also use Bt2 /litre from the oil fund in order to subsidize oil prices for one month – reflecting their highly prioritized drive for revenue, due to budget lack.

Stakeholders’ Matrix and National Reformation

On June 10th, Prime Minister HE Mr Abhisit Vejjajiva, officially advanced Thailand’s National Reformation Plan by appointing Former Prime Minister Anand Panyarachun to lead the Assembly for the Adoption of Strategies for National Reform, with Professor Dr Prawase Wasi leading the Citizens’ Assembly for National Reform. However, before the National Reformation Plan swings underway in January 2011, opinions from stakeholders nationwide are being gathered to solve the nation’s problems. I also have suggestions for the composition of these two Assemblies in order to make long term maximization of the National Reformation Plan for all Thais.

ในการประชุมวิชาการวิทยาศาสตร์และเทคโนโลยีเพื่อเยาวชน ครั้งที่ 4 จัดขึ้นโดยสถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี ร่วมกับคณะวิทยาศาสตร์ มหาวิทยาลัยศิลปากร มีประเด็นที่น่าสนใจคือ การโจรกรรมทางวิชาการ หรือ ขโมยคัดลอกผลงาน (Plagiarism) ซึ่งที่ผ่านมาไม่ค่อยมีนักวิชาการ หรือ ผู้เกี่ยวข้องหยิบยกขึ้นมากล่าวถึงบ่อยครั้งนัก

เตรียมการสอนอย่างเป็นระบบ อาจารย์ส่วนใหญ่จะมีการวางแผนการสอนล่วงหน้าอย่างเป็นระบบ เตรียมเอกสาร สื่อประกอบการสอน เตรียมวิธีดำเนินการสอนในแต่ละคาบเรียน เช่น จัดเตรียมหนังสือที่ต้องอ่านทั้งหมดของภาคเรียนนั้น เพื่อให้ผู้เรียนศึกษาเพิ่มเติมล่วงหน้า บางวิชาจะจัดเวลาเรียนเพิ่มเติม โดยให้ผู้ช่วยสอนเข้ามาดูแลช่วงนั้น เพื่อให้ผู้เรียนสามารถทบทวนความรู้ ซักถามเพิ่มเติมหากมีข้อสงสัย เป็นต้น

ความปรารถนาหนึ่งของผู้เรียนทุกคนย่อมต้องการ ผู้สอนที่มีรูปแบบการสอนที่ดี น่าสนใจ ทำให้ผู้เรียนรู้สึกสนุก มีความเข้าใจในเนื้อหาที่สอน ซึ่งทำให้ผู้เรียนมีกำลังใจที่จะเรียนในวิชานั้น ๆ และสามารถนำความรู้ที่ได้รับไปประยุกต็ใช้ในชีวิตจริงได้ต่อไป

Will the Subprime Crisis affect Thai economic stability

Although the subprime problem emerged over a year ago, it has not affected Thailand that much. However, many worry that in 2008 the Thai economy will face “double trouble” or the real fallout from this worldwide crisis. In the condition that Thai economy has not recoverd yet, this problem will be a difficult task that the new government’s economic team has to solve it.

Thailand’s Political Stalemate: No End in Sight?

Thailand’s political conflicts recommenced on May 26th, 2008, with PAD’s opposition to the Constitutional amendments of PPP, and then with governmental administration issues of concern to the nation; notably an agreement with Cambodia over Preah Vihear temple, government officials shuffled for political benefit, and the construction of new parliament buildings with the inconsiderate eviction of students and local residents. These events led to the expulsion of Samak’s government through the seizure of Government House on August 26th, 2008, which prevented the daily work of government. In addition, strikes took place at airports, railway stations, and at Klong Toey port, affecting normal conditions for Thai society and the economy.

Thai people are strongly patriotic. Thus, selling the family rice paddy to foreigners is almost unthinkable and would inevitably trigger much social controversy. Former Prime Minister Thaksin’s rumoured invitation to Middle Eastern leaders to view Thailand’s rice industry therefore became the talk of the town, spawning bitter newspaper protests of national betrayal.
